Helena-West Helena is deep in the heart of Eastern Arkansas’s Mississippi River Delta Country located in Phillips County. This small county boasts a wealth of history and soul dating back to 1820. It became the county seat in 1830 and was incorporated in 1833, making it the second oldest incorporated city in Arkansas. The soul of the Delta Country can be seen and heard during the The King Biscuit Blues Festival which is held in October and The Wild Hog Music Festival and Motorcycle Rally is held each April.
